They could be in the low VHF, for example 41.825 MHz.

I'm not far from the Ukrainian border and during the last few days,
I've heard the military on my SDR on these HF frequencies: 4034, 4320, 4342,
5125, 5272, 5230, 5640 kHz. All USB.
Right now as I write this there is chatter in Russian on 4034 kHz.
Often these frequencies are jammed using pig squealing sounds.

At 18z today checked 1611  a few times via kSDR s in the french Belgian borders and found two dutch Stations
Magny Les Hamaux SDR provided the best reception on 2055 with $ 9.signal ID as Radio Augusta  International after  the help of Lawendels (sounds as Dutch or Jax or similar I can upload the audio tomorrow)

810 BBC 2104 at S9 via  SDR In Khimki (msk.sdr) all frequencies below are from same kSDR
1404 station seems Romania 2110
837.15 just carrier at S7 from IRIB not Ukraine. Background signal from RAI at 2112z
657 Ukraine S9 at 2115 mixed with same background station of 837 :RAI S9
549 //657 with better signal

810 on 3/3 in tambov: IRIB at S9 at 16140
1404 Romania plus  , 1413 is removed
837 CNR is heard better than an Isfahan  
657 R Gilan IRN in 837 mixed with Ukraina Seems more as Turkish than Farsi
549 S10 signal talks 1646 ,no QRM  1645

In BUcharest RO 3/3
810 a mix of carrieres S7 at 1655
1404 Radio Cluj ID 1656
837 heavy QRM with 300HZ carier plsu +4kHZ S5
657 QRM from CW marker 1702 .-..
549  S9 signal Ukraine


Btw 1502  28.2 I heard a station in Russian with mostly talks S7 no info on mwlist

I received two answers via the WOR email list :
Radio Tsentr from Riga has Russian programming. It can be logged from SDR in Karelia but the frequency is heavily split, 1602.75v  (by Andrea Lawendel)
It is a full time religious programming.Really low power- and listed as just 1 kW ... (by Arthur Pozner )

This is a very perverse discussion.

Russia has 144 mill inhabitants, Ukraine has 42 mill inhabitants, Belarus
10 mill, most of them Slavic peoples, as well as other people PLUS in the
Caucasus, Armenia, Kazakhstan former Sowjetunion targets etc.

And these people in rural areas still have shortwave and mediumwave sets
in use.

In 30 years after-USSR era, - millions of Slavs have visited Western Europe
and have knowledge in En, Fr, Sp, It, German languages etc. etc., have
studied or worked there in German speaking countries for some years, maybe
only as vegetable or fruit harvest helpers for many weeks, earned more at
short term than in their job as doctor or university professor with their
annual salary in their homeland.

Costs: naturally the small 8 Mill. Austria cannot organize a full-fledged
radio Foreign Service.

A half broadcast hour in Moosbrunn costs - estimated - 90 Euro / 85 $ - ORF
OE1 broadcasts are never planned a full foreign service like 30 to 80 years
ago in cold war era; the purpose should not that be.

As the ORS Moosbrunn bcast center is held still in fine working condition,
in an easy way also still Western Europeans living as resident in the Slawen
countries are even reached with battery driven radio reception, when
Internet Smartphone services are switched off by the dictator there, also
a lot of people work there as NGO aid staff in the most diverse auxiliary
services to their guest countries..

In addition, these Western information broadcasts with their topics towards
RUS, BLR and UKR show the attitude of Austrian politics in certain
humanitarian and political decisions towards government and press journalist
circles in RUS and UKR.

Finally, what you 👎DON'T👎 need at all would be an English/German annoying
highly arbitrary 👎pop-music-sender👎 relay, for giving away money of
electricity costs on shortwave on the relay station.

Let us be grateful to the ORF/ORS decision makers, engineers, frequency
managers for their minimal service over the past 20 years to maintain
shortwave from Moosbrunn relay station in a reduced form - helpfully.
