I'm hearing modulation, a male speaking Chinese on 21495 this morning here (~1320z) and it's getting stronger.
I can't find it on any of the usual frequency lists. But I was able to parallel it to CNR1 on 9830kHz.

** U S A. WORLD OF RADIO 2262 monitoring: NOT confirmed UT Saturday
Sept 28 at 0300 on WTWW 5085, as George McClintock notified at 0240:

``WTWW transmitter problems --- Glenn, The #1 transmitter was throwing
off the driver breaker. Found that the neutralizer plate was too close
to the boiler which has full plate voltage. This caused the
transmitter to only run 40 KW. We are now able to run 100 KW. However,
the studio lost power today due to the storm and was unable to feed
Brother Stair to WTWW. Power will return by Sunday. I am having to
take BRo. Stair directly off his website. This caused the #1 & 2
transmitters to be uncontrolable by remote control.  So your program
cannot air tonight (Friday). I did run Stair on 9930 from transmitter
#2 today Friday). #2 transmitter had a set of its own problems. I am
activating a 2nd computer which should correct the problems. What a
mess this storm has created. George McClintock 9-27-2024``

to be a circle tangent to the SW. Radio-locator shows plenty signal

Logs
** MEXICO. 739.97 approx., Sept 27 at 0650, Spanish talk mixing with
740.0 KRMG even on my E/W longwire. Normally XEQN, Torreón, Coahuila
only makes a LAH against KRMG. It`s been off frequency for ages, but
not mentioned as such in the IRCA Mexican Log! mwoffsets has it on the
other side, 740.06 as of two years ago.

Tim Hall`s Border Inn NV/UT report of last year: ``739.937 MÉXICO
XEQN, Radio Fórmula, Torreón, COAH. 10/29 1158 - Way under KIDR with
Radio Fórmula feed including single-verse children's choral version of
Mexican anthem, //XEE-590 and XEKAM-950. MWLIST offset data shows
XECAQ on 739.95 and XEQN on 740.06, but I believe someone got the two
Radio Fórmula stations confused. 1125 miles. Relog.`` (Glenn Hauser,
OK, WOR)

** SAUDI ARABIA [non]. 11936.190-.230, Sept 27 at 1947, rapid chirping
upon Riyadh`s Yemen service, bit of talk underneath. UTwente lox on to
various frequencies in this range when tuned to 11936.20. S9+20.
Waterfall shows 11936 upward to 11960, and very little if tuned to
LSB, not even the Sa`udi carrier on 11935. Perhaps they have moved it
again? (Glenn Hauser, OK, WOR)

** SPAIN. 17715, Friday Sept 27 at 2200, token English from SNR, VG
S9+10/20 with some flutter but deteriorating, this SAm frequency while
17855 to NAm is absent. Also on 15520 backwards for ME, S9+10/20; and
15390 for Africa still AWOL. So REE is at 50% capacity. No news today,
but into feature interview, something about Artefacto, witnessing
changes in crafts at 2218 (Glenn Hauser, OK, WOR)

** TURKEY. 11785, Sept 27 at *2200-2202*, TRT attempts to start up but
only dead air in English and soon off, not to return. It was S6/S8
with flutter direct. Why does this keep happening like once a week?
Something`s always erroneous at Emirler (Glenn Hauser, OK, WOR)

** U S A. 7268 LSB, Sept 27 at 0505, Hurricane Watch Net is of course
active due to Helene, soliciting reports of wind speeds, pressure,
welfare traffic. I am monitoring via Georgia remote. 0506 NCS WF4H
turns it over to W1ABW. No reply to many prompts and when there is
one, usually much weaker to inaudible here. At 0522 someone is QSYing
to 7260 for a side contact. What about VANUATU?! A bit early, not
audible there yet. 0556 I hear N8NIF. 0655 recheck still going, asking
for equipment chex. QRZ.com:

** U S A [non]. 17630, Sept 27 at 1630-1700*, new Friday-only VOA
Fulani service, VG into UTwente and Kenya SDR. I run TDOA from
Brasília, Cyprus and Switzerland, which at 1641 leads to: 4.40 N /
18.00 W = off the coast of Guinea: I think not. Re-run from same sites
at 1655 leads instead to: -14.00 / -14.40, = further south in
Atlantic, not exactly Ascension: I think not. Allegedly Botswana per
WRTH. This broadcast is still totally missing from ITU, HFCC, EiBi and
Aoki (Glenn Hauser, OK, WOR)

** U S A [and non]. Pre-`AAAWWW` check of WBCQs, Sept 27 at 2352 into
NH SDR: 3265 & 5130 OFF; 7490 -67 Hz with FKB S9+10/20; 6160 -70 Hz
not sure what but `Amazing Grace` into Netanyahu`s UN speech, S9/+10.
0000 Sept 28, `AAAWWW` on 7490- only, WTO theme, talkover starts with
``we have to fight for free speech``, and single interjexion toward
end, ``weasel``. Appears to be a new one. He says Angela does not look
happy. They go right on to blast Democrats for everything that`s
wrong, fascism ``up`` in Maine, so they must be in Deland of Fla
tonight. At 0009 he says they are on both 7490, and 5130 -- NOT.
Electric costs at WBCQ are $ 8000 a month. I`d rather listen to Pres.
Harris` live speech from Douglas AZ. By 0050 recheck there is ACI from
7495 at least into NH. That would be VOA R Ashna via Lampertheim at
0030-0100 only. At 0059.5 Allan is interrupted for canned Allan ID and
joining Hal Turner just about on time (Glenn Hauser, OK, WOR)

** U S A. 660, Sept 27 at 0652 UT, C&W music in English, S9+35, 0654
ID for KTNN Window Rock AZ, KTNN Tohatchi NM and KKNS Corrales. So 660
is still on 50 kW ND day pattern, also being reported even further
east such as by Kevin Redding, Crump TN. Once again it far outshines
neighbor 650 WSM. Tohatchi is a ``suburb`` of Window Rock across the
border, but Corrales is a suburb of Albuquerque, 1310 KKNS. KTNN on
101.5 is only 2.25 kW. It should include an -FM suffix but not so in
the WTFDA FM DB. The question is whether it`s always // 660 (Glenn
Hauser, OK, WOR)
