** OKLAHOMA. Stitt vetoes OETA bill, accuses network of trying to
'indoctrinate' kids --- Carmen Forman Apr 28, 2023 Updated 4 hrs ago

https://tulsaworld.com/news/state-and-regional/govt-and-politics/stitt-vetoes-oeta-bill-accuses-network-of-trying-to-indoctrinate-kids/article_5fc1a3b8-e5da-11ed-ae48-c31a4283a5d3.html

April 28, 2023 video. 'Some of the stuff that they're showing, it just
overly sexualizes our kids,' Gov. Stitt said of the public television
station.

OKLAHOMA CITY — Gov. Kevin Stitt is pushing to eliminate the Oklahoma
Educational Television Authority, alleging that the nation’s
most-watched Public Broadcasting Service network is airing content
aimed at indoctrinating children.

The network offers children’s programs such as “Sesame Street” and
“Mister Rogers’ Neighborhood” in addition to the ever-popular
“Antiques Roadshow” and news programs “Washington Week” and “PBS
Newshour.”

Stitt on Wednesday vetoed a relatively routine bill that would
continue OETA’s operations through 2026. Unless two-thirds of the
members of the House and Senate join together to override the
governor’s veto, OETA will cease operating this year.

In a Friday news conference, the governor took aim at some of the
network’s content and said it’s an outdated notion for the state to
subsidize a television network.

“I don’t think Oklahomans want to use their tax dollars to
indoctrinate kids,” Stitt said. “Some of the stuff that they’re
showing just overly sexualizes our kids.”

Stitt criticized OETA for elevating LGBTQ voices and airing news
content related to gender-affirming care for minors.

To back up Stitt’s claims, a spokeswoman for the governor sent the
Tulsa World information showing that OETA promoted LGBTQ-focused Pride
Month programming in recent years.

The spokeswoman also shared information indicating that two animated
children’s cartoons — “Clifford the Big Red Dog” and “Work it out
Wombats!” — that air on PBS affiliates have included lesbian
characters in some episodes. The spokeswoman also sent a Fox News
article that criticizes a “PBS Newshour” segment in which an Indiana
couple talked about how gender-affirming care was beneficial for their
daughter.

OETA Executive Director Polly Anderson said the governor’s veto of
House Bill 2820 was unexpected.

She declined to comment further except to say, “It’s just really
unfortunate that this is going to hurt the people of Oklahoma.”

The Oklahoma Legislature appropriated $ 2.8 million to OETA in the
current fiscal year, a 10% decrease in funding from the prior year.
The network also receives private funding.

OETA has programming that represents a variety of cultural, social and
religious views, said Friends of OETA board member Ken Busby.

“OETA serves a diverse population, and Oklahoma has a diverse
population,” he said. “People need to be given choices, and they can
choose what they wish to watch and not watch. No one’s dictating that
you have to watch this program or like this program.”

Busby said he was surprised and disappointed by the governor’s veto..
But he expressed optimism that the governor will change his opinion
about the network upon learning about how many people watch OETA and
the public service it provides.

Especially for rural Oklahomans who don’t have cable television, OETA
is a critical piece of the state’s emergency alert system, he said.

“Our broadcast towers are how we inform a lot of rural Oklahoma about
disasters like tornadoes and thunderstorms,” Busby said.

Stitt last year vetoed $ 8.2 million in federal pandemic relief funding
earmarked for OETA to enhance its emergency communications
infrastructure.

The Oklahoma Legislature appears likely to override the governor’s
recent veto related to OETA.

House Speaker Charles McCall, R-Atoka, said his chamber has
traditionally supported OETA.

Senate Pro Tem Greg Treat, R-Oklahoma City, told reporters he once got
called into his predecessor’s office after opposing a previous bill to
continue OETA’s operations. Treat said he learned that OETA’s
broadcast transmitters are critical for the Department of Public
Safety and play a role in emergency communications across the state.

“Ever since then, I have supported its continuation,” he said.

About a decade ago, a group of GOP lawmakers unsuccessfully sought to
defund OETA.

Tulsa County resident Sally Keel, 83, told the Tulsa World on Friday
that her children grew up watching OETA. She still watches the channel
more than any other.

OETA programming speaks to Oklahomans of all ages, she said.

“It’s a wonderful channel,” Keel said. “I’m just flabbergasted. I
can’t believe this has come up.” carmen.forman@tulsaworld.com (via

** OKLAHOMA [and non]. Turmoil at WNYC over The Takeaway cancellation,
Melissa Harris-Perry. I did not hear it on April 28, but others report
that MHP said the show had been canceled. Here`s the background from a
sesquimonth earlier:

https://hellgatenyc.com/inside-the-cancellation-of-wnycs-the-takeaway-melissa-harris-perry
https://www.wnycstudios.org/podcasts/takeaway

However, `The Takeaway` still exists, a new show with MHP dated May 1
from 1800/1806 UT via KOSU. First topic: Emmett Till. Perhaps the
termination date of June 2 as in the March story stands (Glenn Hauser,
OK, WOR)

** SPAIN. 17855, Monday May 1 at 1517, S8/S9 of dead air, no doubt
REE, North American frequency not supposed to start until *1800 M-F.
Wonder if it`s been on all-night-and day! as Ricky Leong had reported:
``[WOR] REE open carriers, 2305 UTC, April 30, 2023 --- Although Radio
Exterior de España programming went off the air at 2200 UT, it appears
someone forgot to power down the transmitters on 15520 and 17855 kHz.
I've been seeing/hearing open carriers for the last half-hour or so.
Ricky Leong, Calgary, Alberta, Canada``. 17715 for SAm is not on.

15520 I also check May 1 at 1520, S6/S8 and undermodulated? with
rumble, wobble, maybe Doppler flutter. This ME frequency starts at
*1500 weekdays, *1400 weekends. Something`s nonsensical at Noblejas.

17855, however, is on air later Monday May 1 with modulated
programming, 2200 accurate timesignal = WWV, opening token English on
a holiday devoid of news, right into Hélena Rigobert`s feature on a
trip on the `Strawberry Train` from Madrid to Aranjuez, with
100-year-old coaches and personnel in period costumes; VG S9+10/20
direct (Glenn Hauser, OK, WOR)

** TURKEY. 11785, May 1 at 2158 no signal yet direct from VOT English,
so over to SPAIN. Recheck at 2225, good signal with unusually
jocular/happy song --- oops, that`s RNA 11780 Brasil as I am first
tuning wideband AM on R75. Now TRT can be heard separately by USB
tuning, but JBA. 2253 s/off with details uncopiable but I know what
they are and how incomplete; 2254 IS to 2255* (Glenn Hauser, OK, WOR)

** U S A. 6993, May 1, 2023 at 0640, JBA carrier. Often noted and
occasionally relogged for the record: presumably 164-watt
transmitter(s) in Florida, WH2XWF, for ionospheric study. These are
explained in detail in http://www.w4uvh.net/dxld1616.txt
(Glenn Hauser, OK, WOR)

** U S A [and non]. WORLD OF RADIO 2188 monitoring: confirmed Sunday
April 30 at 2000 on IRRS SW via AM Italia, 1323 kHz only, S9+5/18 into
nearby Noale SDR; with heavy CCI from rock music, making SAH of
224/minute = almost 4 Hz. Maybe this be Romania still on.

Also confirmed UT Monday May 1 at 0030 on WRMI 7780, S7/S9 VP direct.

NOT confirmed UT Monday May 1 at 0300 on WBCQ Area 51. JL runs
slightly over, ``gotta go`` at 0301, LAST WEEK`s WOR 2187 plays
instead from just before 0302: S9+7/12 on 6160 -67 Hz = 6159.933 into
NH SDR. Intervening WBCQ ID with the `Falling Star` theme. Notified
Larry Will immediately, but no change and something else ensued at
0331. At 0347 an anti-Humanist sermon. Next:

** U S A. 5130-, UT Mon May 1 from 0200, WBCQ R. Angela with `Concert
Hall`, repeat from last week due to poor propagation, Uncle Bill
introducing one of his favorites, `Grand Canyon Suite` by Ferde Grofé.
I find a remote with good S8/S9 reception that no one else is using
but have to keep restarting it as times out. Initially -20 Hz offset =
5129.980. Only occasional distant storm crashes. Ends at 0234 but no
back-announcement; intro next Grofé piece, `Niagara Falls Suite`. I
may have missed the next break as circa 0300 I had to switch to the
other WBCQ, 6160-, to find the wrong WOR playing. Next announcement at
0314 after what sounded like different music. 0331 a jazzed-up version
of Gershwin`s `Rhapsody in Blue`. Unfortunately there are no
playlists. Circa 0350, Lainie Petersen reading. By now it`s -24 Hz
offset = 5129.976 (Glenn Hauser, OK, WOR)

** U S A. 9330, May 1 at 1513, WBCQ-6 WLCR is OFF. Wonder what`s the
matter now. Not a twit about it today circa 1400 from AW: ``On the
road again. Getting ready for a summer of transmitter installation and
repair.`` Still absent at 2118 check (Glenn Hauser, OK, WOR)

** U S A. 5010, May 1 at 0646, WRMI-14 is OFF. Scheduled
0000-1500/1600.
9955, Monday May 1 at 1514, WRMI-3 is ON, with TOMBS; normally off
after 1500 except Saturdays. Somethings` odd at Okeechobee (Glenn
Hauser, OK, WOR)

** U S A. 9275, May 1 at 2118, still no signal from WMLK. Are they
ever on air anymore? Who cares? Gospel huxter DEJOM is muted (Glenn
Hauser, OK, WOR)

** VANUATU [and non]. 7260, May 1 at 0641, weak music from R. Vanuatu
still here. BTW have not had anything from Nigeria neighbor 7255- in
quite some time (Glenn Hauser, OK, WOR)

** ANTARCTICA. 15475.98 RC USB, Sat Apr 29 at 2233, via Argentine
remote, LRA36 is still on air at recheck almost one bihour after
previous report when I suspended for other activities. But off by next
check at 2329.

Manuel Méndez, Spain, caught identities of the speakers I was hearing
in previous report; the YL is among the list of 5 Antarctic Women in
the new crewe reported before that: ``LRA 36 program with announcers

boding ill for Sunday Esperanto to follow at 1500 (Glenn Hauser, OK,
WOR)

** NEW ZEALAND. 11725, April 30 at 0604, RNZI VG S9+10/20 direct,
found here after missing from 13840 at 0603. Another abrupt schedule
change; thru yesterday 13840 ran at 06-09 UT. Both equally good for
us, but maybe 13840 was not working for main Pacific islands target.
That may have been temporary due to geomag storm a week ago, but
wintry MUFs after dark may also be falling. Revised sked then on
website now shows 11725 straight thru from 0559 to 1258; preceded by
15720, followed by 7440: https://www.rnz.co.nz/international/listen
(Glenn Hauser, OK, WOR)

** OKLAHOMA. I sent this to KUCO April 29; times CDT = UT -5:
``I could hardly believe my ears Saturday afternoon listening to KUCO,
when music programming was twice interrupted for full-blown
commercials, could be originally TV sound. At 4:01 pm, Texoma Buick
Dealers. At 4:18 pm, T-Mobile. The first time I was listening to
stream, and double checked whether I had anything else running: no.
The second time I had switched to direct reception on 90.1. Thus it`s
clear these were actually transmitted by KUCO. I would be extremely
interested in knowing how this possibly could have happened, hopefully
assuming it was not intentional! Regards, Glenn Hauser, Enid`` (Glenn
Hauser, WOR)

** SPAIN. 17855, Sunday April 30 at 1515, REE N American frequency is
OFF again today, while 17715 for SAm is JBA S3/S5 at least vs noise to
Bonaire SDR. Something`s not right at Noblejas (Glenn Hauser, OK,

*NOTE: rather belatedly on April 30 we see this advisory on the website
https://www.uniqueradio.biz/
``NB - As of March 7th Unique Radio is ceasing streaming and shortwave
broadcasting due to some security issues being experienced. Podcasts
are continuing. Most producers have decided to continue on the podcast
platform. Jen's streaming of her programs continue on the 'Jen Listen

Yet the ``schedule`` still shows WOR at the former times, so I suppose
SW and/or streaming could resume just as abruptly? Sun 0800 & Wed
1000.

** U S A. (7490-), April 29 at 0000 UT, I start semilistening to
`AAAWWW` on WBCQ webcast. It`s not long before they refer to Pres.
Biden as a ``criminal`` and laud T**** who really is a criminal. I can
hardly stand to keep on it, but recheck toward the end. For once, new
Free Radio Weekly has arrived on time tnx to this week`s rotating
editor Harold Frodge. AW picks a few items to read cold, never with
full details beyond frequency, station, type of programming. One of
those was R. Eastern Star on 7400, reported only by never mentioned,
yours truly (Glenn Hauser, OK, WOR)

** U S A. 15555 USB, April 30 at 1454, WJHR with dead gospel huxter,
S9+10 while 15770 WRMI & 15825 WWCR are JBA carriers: a fine example
of a sporadic E MUF working from a limited area, between the other
two. In ordinary conditions, WJHR is JBA at best, running a few kW?
always despite licensed minimum 50 kW (Glenn Hauser, OK, WOR)

** ANTARCTICA. 15475.98 RC USB, Sat Apr 29 at 1938 I tune in early for
a change to LRA36 frequency via Argentine remote; and hear a humroar
as if a carrier already on? Synchro mode cannot lock on to any
specific frequency, anywhere from 1 to 400 Hz on the plus side! But at
1940 the noise changes to rock music in Spanish sounding best on
15475.98 RC USB, S9/+10 - so that`s it! with a prélude. But it`s off
abruptly at 1945*. More to come?

*2005 cuts back on with song in progress. 2006 conversation between OM
and YL voices, some of them off-mike - as if they don`t know yet they
are really on air worldwide. 2007 fast Morse code including ID maybe
LU1ZV, 2008 s/on in spoken Spanish; and canned greetings multi-lingual
including English; 2009 YL reads scripted piece about Antarctica with
too-loud SFX, crashing waves? 2013 OM starts `Uniendo Voces`, joint
produxion with RAE and that university, Quilmes; with credits not
including the new 5-YL crewe, and yes, Nicole is a Srta. Accompanied
by one YL voice. No date mentioned so could be a rerun. Talking about
helicopter contacts with other bases such as Marambio. 2020 she gives
wx condx: -7 C, wind chill -14, winds 17 kph. 2022 refers to geomag
storm last few days so seems new. A lot of talk about Patagonia. 2025
multi-lingual RAE-only canned IDs. `Ecos de la Antártida` may be new
show title. 2028 acknowledging mail from listeners; contact info
including whatsapp, email, streaming. 2033 talking over a song, always
annoying, then rock song alone. 2038 multi-lingual RAE IDs again, then
as LRA36; etc., etc. (Glenn Hauser, OK, WOR)

** ASCENSION. 21630, April 29 at 1545, surprised to hear JBA signal
here, as BBCWS in English does not start until 1600. But HFCC shows a
complex sked in Hausa before then via ASC or UAE, since April 15 on
Saturdays only at 1330-1600, no doubt for stupid ballgames (Glenn
Hauser, OK, WOR)

** BRAZIL. 10096 USB, April 29 at 0637, brief ATC contact in
Portuguese. Nothing in EiBi, but search of UDXF iog leads to
Atlântico, Recife (Glenn Hauser, OK, WOR)

** CANADA. 332 MCW kHz, April 29 at 0706, dash and QT, 1000-watt ND
beacon at Thunder Bay ON. With 248 WG WinnipeG QRT, QT may now be my
#1 Canadian, even tho it`s co-channel to IC wIChita KS, much closer
and a hefty 400 watts itself; totally different pitches makes them
easy to distinguish. Also at 0704 a carrier on 346 kHz, likely YXL,
SiouX Lookout ON, 500 watts. Editors: please do not mess with my
capitals inside names denoting match with calls (Glenn Hauser, OK,
WOR)

** CANADA. 7554-7586 approx., April 29 at 0635, wideband DRM-like
noise, centered on 7570 where it`s also audible under one of WRMI`s
strongest frequencies, aimed thisaway. Does not sound very loud but
S9/+10. Suspected this, as I posted originally on April 19 to the WOR
iog:

``CGA984, HF Trading from Ontario --- While looking for something else
in the EiBi listings, I notice: ``CANADA CGA984 HF Trading 0000-2400
-CW NAm ex``

same entry on 9 frequencies; surely merely available 24h:
``7570, 10306.5, 14592, 16301.5, 18190, 18322, 19230, 20152.9,
23861.5``

Transmitter site ex:
``ex-Essex County (Harrow), near Detroit, ON 42N92'30"-82W58'27"``

Are these really mere CW or some more complex digital mode? Could this
be the source of some wideband DRMish noise against WRMI on 7570? But
not very overpowering. There are no US or other entries designated HF
Trading, tho that is certainly in the worx if not already operating in

Hi Glenn,

Just like you, on April 27, no Cuba (5025) heard at 0728, 0748, 0808 and 0844 UT.

** CUBA. 5025, April 28 at 0327, R. Rebelde is off again, into Georgia
SDR. It was off last night but then detected in the daytime. No, 4765
Progreso remains off too. Something`s always wrong at RadioCuba. But
at 0703, 5025 is on again, S9/+10 (Glenn Hauser, OK, WOR)

** CUBA. 12200, April 28 at 0710, RHC S9+10, English mod audible only
in AM mode; in USB & LSB just a screeching sound, same as heard
earlier on 6100 at 0659 with music; i.e. second harmonic, and 12200 is
stronger than 6100. Both cut off abruptly at 0712.5*. Something`s
always wrong at RHC (Glenn Hauser, OK, WOR)

** ITALY [non]. 7290, Fri Apr 28 at 1800, IRRS SW via Bulgaria,
S9+10/20 into UTwente. I`m just curious what is going out now during
the hour which once accommodated WOR. `Feature Story News` followed by
-sounds like- VOA News, some music fill; 1817 a PSA for Al-Anon - with
US tollfree number, so is that of any use in Europe or beyond? 1818
starts `Radio Curious` which I soon found matching this from their
webarchive, originally broadcast Apr 19, 2005:
http://www.radiocurious.org/2023/04/06/david-osborn-the-papal-conclave-2/
Length is 29:00 --- but guess what, chopped off less than halfway thru
at 1830 for FSN again, then a music show with a DJ I did not catch the
identity of. Yet another sad example of IRRS filling `generic` airtime
with fragments of free programs. Anyhow lots of interesting stuff at R
Curious. Among many different categories, there is Radio (Glenn
Hauser, OK, WOR)

** KIRITIMATI. 846 kHz, April 28 at 0622, JJBBA carrier direct from R.
Kiribati and no other 9/kHz splits in MW bandscan. Ron Howard was
hearing it later upon Asilomar State Beach, California: ``KIRITIMATI.
846, R. Kiribati, 0741-0800 UT, April 28. A rare reception with
definite audio; religious program with what
sounded like YL preaching and playing religious music/songs; very poor

Lots of splatter, maybe from 840 KXNT Nevada? (Glenn Hauser, OK, WOR)

** SPAIN. 17855, Fri Apr 28 at 2200, token English from SNR, previews
that after news will be about Meryl Streep receiving the first
Princess of Asturias prize this year; later a report from Beirut
correspondent about Armenians in Lebanon. Music heard already at 2205,
Lebanon report at 2207, earlier not later: on descendants of survivors
of the Turkish genocide which Turkey still refuses to recognize, well
integrated into Leb. society, represented in parliament; most live in
a certain Beirut suburb. Via Maryland SDR, 17855 is VG; 15520 off the
back to ME is almost as strong, then 17715 for SAm, inaudible 11670
for Af, and 11670 also off/inaudible to UTwente. Something`s not right
at Noblejas. 2220 Meryl`s speech about Freedom of the Press, CPJ.
Oops, outro that speech was from Golden Globes years ago. Her field is
the Arts: different awards follow in other fields each week thru June
14:

Hauser, OK, WOR)

** TURKEY. 11785.003, Apr 28 at 2157, VOT IS & ID, S9+30/40 into
UTwente, overmodulated and slightly distorted. Also ACI splash from
11780 Brasil unless narrowed to 5 kHz, or USB-tuned. Brief spot after
news presumably `Review of the Turkish Press`; 2210 song; 2213 `Always
By Your Side` VOT promo liner; and `Weekly Analysis`, something about
Erdowan`s re-elexion bid. 2221 music. 2233 `Feeling Supreme/The
Healing Spring` about methods to combat dandruff --- is this a first
in the history of ISWBC? 2240 music. 2244 `Did You Know That` about
friendship, WWI battlefield, Gallipoli. The extreme-accented YL is
speaking slowly, giving it a try. The SDR is stuttering now, not
helpful, and the signal is weakening. 2253 s/off of the 1230, 1830,
2130 and 1630 broadcasts only. Are the studio announcers so out of it
that they don`t realize there are still some other airings including
this very one? 2255 IS plays for less than a minute before chopoff
air. Something`s always awry at Ankara, erroneous at Emirler (Glenn
Hauser, OK, WOR)

by 1509.

Not confirmed Fri Apr 28 at 2030 on IRRS SW via AM Italia 1323; I had
set up to record in my absence but the SDR crapped out during
`Wavescan` before WOR would have started. Did anyone hear it? Anyhow I

THE TINY TRAP

``This tiny island nation``, CNN reporter Erica Hill calls the
UKOGBANI, discussing the upcoming coronation of King Charles III,
April 28 at 1454 GMT; and isn`t it about time to remove the
paternalistic, sexist nation name, if not 70 years ago? Make it:
