Corrected log: Even over here on the California coast, I have recently been enjoying some fairly decent reception of the Voice of Mongolia (12084.87). Heard 1040 to sign off at 1100 UT, on March 17; in Japanese, with some very nice Asian instrumental music; not great reception, but not too bad, even with CODAR QRM. Yes, that's why I asked and strange, that DARC didn't add any comment about them being just a declaration from one side and no source was given.
I got a clarification from Russia: Unfortunately, the amateur radio movement has not existed in Russia since 2014, as the Union of Radio Amateurs of Russia ignored the incitement of interethnic hatred at 7,055 kHz. Being an SWL now is better than working on amateur radio because Russia's amateur radio movement has been broadcasting political propaganda on HAM bands since 2014 and threatening physical violence and reprisals against those who disagree with these violations of amateur radio regulations and propaganda.
All these new prefixes are fiction
