This daytimer is on late and 600 miles away in Laramie, WY is blasting in.
They are having some apparent remote control issues

I did a test using various SDRs across W and E Europe , the signal is very poor even in the very clear SDR in IZ6BYY in Italy
There is also a Dutch station on 5824 on 2146 with up to S6  -115 the min At around 2153 there was some USB operation on 5840
I found some ID on 2155 and enclose here the audio link Better to use Hedphones!

WMR, probably some pirate. Some announcements by DJ, but can't even
figure out the language. T-storms from Balkan area are very strong tonight.
