They skip the ham bands, like so many other services do. I used to work
with a vertically-incident ionosonde that scanned 2.0 through 30+ MHz. It
was programmed to skip the ham bands and the WWV frequencies. But it only
stayed on a given frequency for such a short time that I doubt it caused
any interference.

The HAARP facility also used frequency-scanning transmissions that skipped
over the ham bands.

RRI Nabire Pro 1, Indonesia; 16/07/2023, 0933 – 0958 tune in very weak signal but could hear that music was playing; female talks at 0943, return of music at 0945 (seems a pop ballad); following musical selections and signal getting worse again after its peak between 0945-0950. There was still a quick improvement around 0955; overall extremaly weak signal(LOB-B).

17/07/2023, 0930 – 1000, tune in much better than day before fair signal; music selections (basically ballads), at 0938 male on music, 0941 more fades and signal starts to deteriorate, 0942 female, seems ads, at 0945 music selections, 0954 male. At 1000 interrupted by CNR. Much lower signal compared to the begining, near inaudible (LOB-B).
