One could, except for the policy change the FCC made a few years ago. In addition to all the usual requirements for a change in COL (the new community has to have a larger population/less local service than the old one, etc.), you now have to demonstrate that you're not moving a station from a non-urbanized area to an urbanized area.

Of course, the FCC didn't make that change until a ton of stations (mostly FM but a few AMs, too) had already made those moves.
