That is probably likely, as the FCC has been downsized for years. One
CE
stated that he would love to retire and take on the task of policing
radio
stations and even if the gov gave him a piece of the pie from the fines
he
could make a nice living. The FCC can easily pay for itself.

It doesn't matter how many sites it was on. It's still just a
proposal
from one bureau to the main FCC. Industry (the NAB etc) or the public
(ARRL) could conceivably cause a stink although since the current level
of
non enforcement doesn't cause a revolt, perhaps more deterioration will
be
accepted quietly.
