Jim and Russ, there was a discussion on KLNG on this listserver 5 nights ago.  They ARE allowed to stay on until 2 hours after Council Bluffs sunset with a PSSA.  The particulars, as e-mailed to me by Dennis Gibson, can be found in this URL:  http://licensing.fcc.gov/cgi-bin/prod/cdbs/forms/prod/getimportletter_exh.cgi?import_letter_id=3560  I live about 2 miles NNW of their stick, so they're breathing fire down my neck, as you might imagine.  At LSS, when they drop from 2.1 Kw to 41 watts (which I think is what they go to at sunset in February), I should be able to notice a difference, even at this close proximity.  Problem is, I don't, which leads me to believe that they ARE playing bad by leaving the 2.1 Kw until sign-off time at 2100 ELT.  They and KOM-1490, 2 miles WSW from me, are my two biggest pests.  73,Rick DauSouth Omaha, Nebraska (where mixing products galore abound)
