[IRCA] TPs in Seattle on Feb 5

Conditions here were quite interesting today, and much better than what 
Gary reported.  There were lots of exotic carriers at the low end of the 
dial.  I would have had a truly great morning if they'd been strong 
enough to produce audio.  The upper part of the dial was less impressive 
for a change, but still managed to produce its share of signals.  Alas, 
they too were mostly at the "almost audio" level.   Most of the action 
peaked at about 1435 at the low end, and at 1515 at the high end of the 
dial.

GOOD
774    JOUB, woman in Japanese 1426, traditional male singing in background
972    HLCA, woman & man in Korean 1445
1566    HLAZ, Chinese woman 1516, song 1518

FAIR
981    CNR1 1447 man in Chinese through the CKNW splatter, about as 
strong as 972
1593    CNR1, 1513 occasional syllables heard when Freedom-1590 relented

POOR
693    JOAB, man & woman, sounded like language lesson 1421
747    JOIB, pips & talk 1500
756    traces of talk 1433
828    woman talking 1435
945    occasional bits of talk in the KJR splash 1437
1422   male talk 1513, sounded more like Chinese than Japanese but not sure
1512    talk,sounded Japanese 1515
1602    bits of talk, sounded like Japanese woman 1513
