[IRCA] TP DX in Seattle on Jan 28

It was a rather interesting morning here.  In some was it was different 
from what Gary and Nigel reported, and in other ways similar.  There was 
a very noticeable enhancement across the full length of the dial that 
peaked about 1520-25 UTC.  At the low end, it meant the TPs went from 
nothing to carriers with "almost audio" and then back down again.

The real fun was at the upper part of the dial, with carriers on most 
channels and audio on several of them.  The star attraction today was 
JOUK-1503, which was impressive for a brief while.  1593 was all Japan 
as near as I could tell, though Freedom-1590 made it hard to say for sure.
