This is another example of why I do not trust radio-locator. It has a question mark after the words construction permit. 

The 12.5 kW (25% of licensed power) operation is an STA to operate from its day site at night "due to a complete malfunction of the nighttime transmitter". 

I recommend the FCC website or FCCInfo.com over radio-locator. Neither are difficult to use.
