[IRCA] TP DX in Seattle on Sept 30

To paraphrase Rod Stewart, it's later September and the TP's really 
should be back in School.   Most of them are still playing hooky except 
for the usual overachievers, who are currently underachieving.

All of today's TP action happened 1150-1240, according to the SDR 
recording.  After that, there was nary a peep from them except for a few 
weak carriers.
