[IRCA] TP DX in Seattle on February 2

It was a rather routine morning here, according to the SDR logs. 747 and 
774 peaked early today, while 1566 faded in and out at various times.  
There was a very slight sunrise enhancement that boosted a few midband 
signals by a couple of dB.  Except for HLAZ, the upper part of the band 
was quite quiet today.

Good - Mostly understandable by a native speaker

Fair - A native speaker would have recognized a few words and phrases
