[IRCA] NE Oregon Saturday morning TPs

Poor conditions here this morning but a couple produced audio
639 poor/weak for about 2 minutes, not sure if I've heard this before. 
And the carrier was only a medium-level het but it produced audio. 
Course that 640 channel isn't very busy here, which certainly helps. 
1458 utc.
774 very poor/poor 1508 utc.
1566 occasional very poor 1516 utc (no sign of it earlier).
