[IRCA] TP DX in Seattle on December 10

I've had worse mornings for TPs, but a handful of them made brief 
appearances.  There was no sunrise enhancement at all, and most signals 
were heard an hour or two before sunrise.

Good - Mostly understandable to a native speaker, even if only for a few 
measly seconds
No way today

Fair - Parts of it might've been understandable to a native speaker if 
they tried hard enough
981    CNR1, various announcements in Chinese, at least one had music in 
the background 1151-1156
1575    VOA, talk in SE Asian language 1354-1402,  no break at TOH

Poor - incoherent mumblings in the noise and splatter
747    JOIB, faint talk 1220
774    JOUB, pips and talk 1200, sounded like language lesson
972    HLCA, weak conversation 1152
