[IRCA] WCIT-940 test is ON

Heard here under KPSZ in Des Moines at 0204 ELT.  Currently running Morse Code EXTREMELY slow.  Signal is fair at best, would like to do a report on it, but KPSZ is running Christmas music and really making it difficult to hear exactly what WCIT is transmitting.  :(  But at least it's logged.
