[IRCA] TPDX in Seattle on December 4

TP DX today was dreadful.

I had weak talk on 1566 at 1308 and on 1575 at 1335.

1593 CNR1 had a decent carrier but the audio was getting mercilessly 
bashed by my 1590 local.   I caught a few syllables now and then between 
1305 and 1331.
