[IRCA] OH TIS heard on 1640 - new catch

1640 WQDY411 Strongsville OH listed at 10w. Coming in with a mix of TIS-HAR-NOAAs and enabled by the WI Disney's absence. Hearing 440-238-5530 number which checks to the local chamber of commerce, and others. Seems to have a TIS and public service slant, as opposed to weather or highway info. Heard around local sunset.
