[IRCA] NE Oregon Sunday TPs

Many low to mid band hets today. 693, 747, 774, 828, 1206 (China with 
the distinctive off-frequency het) with audio around 1345 utc, all 
Asian. 774 was at medium/loud level for about a minute, strong enough to 
totally capture the channel and remove the adjacent qrm, EE talk about 
Human Genome Project. Higher band stuff missing then, but earlier 1566 
at weak level 1247 utc. Best TP level so far this season (774).
LWBC Rossii 153, 180, 189, 279 at 1213 utc.
