According to http://www.twr.org/site_schedule/?site=Benin&page=2 this should be in Twi at the time, a language spoken in Ghana. Anyhow, while African accented EE can be hard for me to understand, the couple of words audible sound like and African lang, but I am not sure.

I checked for other high end African TA's (not sure what is still on) and checked a few 0300 recordings for Yankee Doodle from VOA Sao Tome, but WCKY is too strong.  73 KAZ
