[IRCA] TP for 21 Feb 2013; Victoria version

Things got a bit out of hand yesterday, so delivery is a day late on my report
for 21 February. It wasn't a stellar morning for strength, as the enhancement
from 1440 to 1445 was in comparison to even poorer signal levels earlier.



pretty darn good audio (all of it understandable by a native speaker, at least
briefly):

not today


reasonable audio  at  times during the period (much of it understandable by a
native speaker, though often battling w/splash or noise):
 
nor here



not so reasonable audio, occasional words or phrases in splash or noise could be
understood by a native speaker:


594 JOAK woman in JJ 1452UT
747 JOIB man in JJ 1442, 1501UT was the best this could do
1566 HLAZ man in CC 1450, 1456UT, otherwise pretty low level



Burbles in the splatter and noise (if lucky, language might be guessed at by
cadence of talk, or parallel established by changes in talk or music) :

774 JOUB man in JJ //747 1443UT
1287 JOHR? woman talking, JJ inflection 1449UT, actually came back at 1505UT for
a bit when others were long gone.
1314 unID.  man talking, then woman, too weak for language guess
1422 woman talking 1447UT, good carrier but too much splash
1503 JOUK woman talking then instrumental mx //594 1451UT, pips at 1500UT when
just this and 747 remained



Strongish het, no audio (either undermodulated or ravaged by splatter):

1116 1242 1278 1332 1458
