[IRCA] TP DX in Seattle for Nov 13

Conditions were down quite a bit compared to good conditions of the past 
couple of days.  Only a few stations were producing recognizable audio, 
and then only briefly.

As as been the case lately, there was a high end enhancement just before 
1500 UTC, but today it was brief and sparsely attended. There was also a 
rest-of-the-band enhancement at about 1300 UTC. Some stations peaked a 
few minutes before 1300.  Some peaked later.

Here's what the SDR captured.

Really nice audio for all too brief periods:
774 JOUB English lessons good 1239, fair-poor at other times
972 HLCA woman in Korean briefly good 1316, otherwise fair-poor today
1566 HLAZ woman in Japanese 1245, woman in Chinese 1444

Somewhat OK audio, also for very brief periods:
981 China, CC talk 1248.  Believe it or not, this one has been my most 
reliable Chinese station this season
1602 Japanese lady and time pips weak but clear 1500

Bits of stuff in the noise and splatter:
594 JOAK Japanese talk 1255, pips 1300
693 JOAB weather 1316
747 JOIB EE lessons 1257
828 JOBB poor talk 1307
1053 jammer 1254
1089 decent carrier with audio 1249 trying to poke through splatter from 
50 kw local KPTK-1090
1422 faint JJ talk 1459
1494 very poor talk in splatter, unid language 1458
1503 final tone from NHK time pips 1500, nothing else noted
1575 faint mumbling probably from VOA 1458
