[IRCA] TP DX for October 31

Today is Halloween, but the propagation gods weren't handling out goodies.

It was just another so-so day for TP DX.   The Koreans on 972 and 1566 
were somewhat OK at times.  Japan on 747 and 774 made cameo appearances 
at about 1320.  I also noted a few syllables of audio on 594, 1422, 
1575, and 1593.   That was about it.
