Here's an explanation from WGN engineering

WBBM has to do some xmtr and tower maintenence tonight so WSCR (WMAQ) and
WGN will sign off after 2am, maybe earlier so they can get that done. We
are all in the same general area so it's necessary for safety and accuracy.
Last time we did that we were still able to get a foot long arc off of our
transmission line using our shepherd's hook chicken stick
