[IRCA] TPs for 22Feb2012 from Victoria

Feeling motivated by Gary D in Puyallup, I checked the dials this morning
after returning from a hospital delivery and was pleasantly surprised to
hear quite a few stations from Asia this morning, between 14:29 and 14:40
UTC.  Nothing like the Fall, but at least something was propagating.  SF
103, A 6, K 2.  Mostly "6", but a few with better audio.  828 NHK2 came
across the best at 7.5 level this morning.  73!   Walt Salmaniw, Victoria,
