[IRCA] TP's for 01/16/12 evening & 01/17/12 morning

Only one TP station heard yesterday evening.  This morning 01/17/12
around 1520 utc no MW stations with audio.  

153     RUSSIA, Radio Rossii 0808 weak to fair signal at times with man in Russian.
