[IRCA] TP for 13 Dec 2011 from Victoria: a tiny bit better

Listened this morning from 15:05 to 15:55.  A little bit more audio today,
but not much.  No one very strong, and no dawn enhancement noted at all.
 SF 132, A 3, K (12:00) 1.  No space weather.  A lot of domestic splatter
today. Most activity again was on the higher frequencies:

774, 828, 1476, 1503:  all 6 level
1557:  8 level WYFR.  Strongest of the lot.
1566:  HLAZ 7 only
1593:  7.5 to 8 level CNR1
1602

That's it for a paltry morning.  I tried again for Radio Afghanistan on
7200.  Way down compared to yesterday, but picked up at 16:00 (15:30 to
16:00 it's in English, and then switches to Pashto/Dari) to fair level,
especially once the hams left the area.   73,  Walt
