[IRCA] WGBW-1590 DX test

WGBW-1590 test noted with code ID at 0105 EDT.

0123 EDT voice ID followed by bugle call.

Also bits of instrumental accordion or carnival-type music, in mix with 
usual pest WAKR.

Heard on a DX test (but with CoL as Two Rivers, WI) almost exactly a year 
ago.
