[IRCA] 1040 with British news and business talk

At left and right of 0700 PDT a signal drops in to Victoria on 1040 (over a weak and unstable ground wave of CKST Van BC) with a Brit accent male voice  doing news and later on some business talk but of course a fade out at toh leaving Van to occupy the slot.Could not find this kind of format on 1040 in old log and websites. Is anyone out there in the west with info on who or where? Bill in BC
