[IRCA] TP's for Wednesday 09/28/11/

With the solar indices below, I was surprised that I heard 6 stations
with audio. 

279        RUSSIA, Radio Rossii 1327 very poor with talk.
594        JAPAN, JOAK NHK1 1328 fair with man/woman in Japanese.
738        TAHITI, 1337 assuming the station with woman/man talking. 
774        JAPAN, JOUB 1310 weak with man in Japanese. 
828        JAPAN, JOBB 1307 poor with man in Japanese.
1566      REPUBLIC OF KOREA, HLAZ 1319 fair to good with woman
             in Japanese.
