[IRCA] Seattle Area Russian on 1710 kHz

After listening for TP's, I tuned 1710 kHz and heard the Seattle Area Russian
with a weak signal.  There was another signal underneath the Russian, seemed
like a NOAA broadcast.  Best on the Sky wire and High Performance active loop.
Time was 1355-1402 utc.
