[IRCA] TP for 17 Sep 2011: no report

Unfortunately, I was called around11:50 UTC for a delivery, but before I
left for the hospital, I quickly checked the bands just after 12:00, and
didn't note any activity on the TPs.  No idea yet what happened later, as my
PRS scheduler for the Perseus didn't work, as is often the case.  I'll be
