[IRCA] KXPD in Tigard/Portland Oregon

KXPD is back on 1040 kHz with Chinese programming.  Chinese and English combined.  Also heard the slogan "Easy FM".
Nice 60 db signal on the High Performance active whip.  Heard at 7:30 P.M. PDT on 07/01/11.
