It seems WZRX has replaced the "Phil Valentine Show" with the test tone.  They continued to carry ABC News on the hour, usually followed by an ID.

  Been monitoring 1590 all evening without a trace of the test tones until 
  now. It's a little after 8PM Central time (02:07Z) and the tones are active.
