[IRCA] TP 26 Jan Victoria

Things look lively again, mid to upper band, though mostly strong 
carriers  just now; I probably won't have much time this morning to 
listen of course.   NHK2 is signing off at 1522 on 747 and 774, but 
not too much else on the low band.
