[IRCA] 20 second tone on 1480 and R&R music under 1510 WLAC

At 02:04 CST somebody on 1480 Khz is running a continuous loop with a 20
second steady tone.  This is repeated about every 43 seconds.

Loop bearing approx SE/NW from here.   Anyone have any ideas on who this may
be.  Signal is weak and fady so it is not close.

on 1510khz a station playing R&R music selections was in poo/fair for a few
minutes from 01:55 to 02:05am CST in WLAC null.  This unid went through TOH
without any ID or spots.
