[IRCA] mystery station

  Hello To All,
 
While monitoring 549 khz this evening a strange unidentified station came right over top of Algeria. It continued to alternately fade in and out and walk each time over the Algeria station very strong
Each time it did this I was able to pick out bits and pieces of it's transmission.
 
At first it sounded as if the broadcast was in a Russian type language using terms like Perestroika etc. Later on it came back in English and mentioned, minority stock holders and something about a tanker at sea. As fate happens, no definite details or names could be heard when it was audible . Could this be a Voice of Russia relay and where ? or Radio Mayak or something else
