[IRCA] Alberta TPs for 20 Sep 2010

An interesting morning here in southern Alberta.    China is beginning 
to be a player in the mornings here now, as we move into late September, 
with audio noted for the first time this season on 1017 and 1206.  The 
CNR outlets on 945 and 981 were very close too.  This morning's audio:

747 - JOIB Japan

891 - Australia, but too weak to be sure of which one

1134 - unID, too weak to determine language
1206 - China
