[IRCA] CHSC update

My CRTC contact in communications has e-mailed me a copy of the order allowing CHSC to remain on the air pending the appeal. I can e-mail anyone who wants one a PDF copy of the order, which really does not say a lot beyond a phrase or two about Pellpropco's general case - it is essentially maintaining the CRTC decision was based in one or more errors of law. The order is a public document.
