[IRCA] TP's for 08/17/10

Listened from 1216-1306 utc.  First TP dx session in a while.  Stations
with audio faded 10 minutes before sunrise.  Electrical noise was
high this morning.  

153     RUSSIA, Radio Rossii 1227 steady weak signal with music.
234     RUSSIA, Radio Rossii 1228 weak // 153.
279     RUSSIA, Radio Rossii 1231 fair signal with a lot of noise on channel.
738     UNKNOWN, 1223 weak with man/woman in English? splatter from KXL. Back again
        at 1234 weak signal and could not ID language.  
774     JAPAN, JOUB NHK2 1221 weak with man in Japanese and a lot of splatter. Fair at 
        1254 with English Conversation lessons.
828     JAPAN, JOBB NHK2 1216 very weak.
1422    Level 5 carrier, assuming JORF
1566    REPUBLIC OF KOREA, HLAZ 1234-1246.  in and out during this period with weak
        signal. Electrical noise bad this morning.
