[IRCA] 1290 Khz off frequency

[amdxer@xxxxxxxx]

Unid station is off frequency on low side of 1290 about 100+ Hz low
causing a het.  Anyone know who this is.  Looping SE/NW
from here.  Can also hear this on car radio.
