[IRCA] TP / TA west coast Canada....no, not really

If yesterday morning was grim, I'm not sure how to describe this morning.   There was a  brief moment of readability on JOUB-774,  and a brief moment of non-readability on presumed JOAK-594, and that seemed to be about it.

As for the TA's there was a good carrier on 783 at 0500, but no audio, now gone.  Otherwise a few weak carriers...the declining A indices are definitely not delivering.
