[IRCA] OPB on FM

Paul,

I just checked and the KOPB tx on the North coast is on 96.3. Way FM is
// on 88.7 and 89.7, so we don't need two of them. SS Rel on 90.1 &
90.5, I think HCJB's FM service. Lots of activity on 88-92 here. But
still only the 3 AM stations on the North coast. The last "new" AM was
in 1968 when KSWB signed on.
