[IRCA] Improved conditions

This past Sunday saw improved post sunrise skip (compared to a day earlier- until 0800) with several Utah signals dropping in and sticking around until 0900 PST: 700,1010,1160- with the regular big guys and out of range smaller guys gone. Also had 990 from LA replacing the usual Winnipeg for several hours before and after LSS.Bill in BC
