[IRCA] Alberta TPs for 26 Oct 2009

My work schedule didn't allow for extensive listening this morning but 
my observations pointed to a much better morning than the past few.   
VOA Philippines was prety much alone on 1170 at a 1212 UTC check, and 
China was in on 1206.   The big Japanese were all doing well, as was 
Korea on 972, and decent carriers abounded.    Whether that early 
promise led to anything interesting nearer sunrise is another matter!
