I'm not sure it means that at all. Unless you went to work pretty early, it may simply mean the station only runs a limited schedule. I've suspected this since you'd said it wasn't there daytimes. It's not at all uncommon for a pirate or low power to operate from late afternoon until sometime after midnight and then shut down.
