[IRCA] What's Up With WTMC-1380 lately?

WTMC-1380 from Wilmington DE is the Delaware DOT's glorified HAR radio
station. They are listed at 520 watts day and 14 watts night. They
also run two low-powered (10 watt?) stations on 1380 in Dover and
Rehoboth Beach.

Lately, WTMC has been putting in BOOMING signals, especially at night.
It owns 1380 right now, even at its listed night power of 14 watts at
about 30 miles. Makes me wonder if a) they upper their power but the
FCC database doesn't show it, b) they changed their antenna pattern to
throw more of their signal south or c) if they put another low-powered
transmitter in Smyrna but haven't announced it.

The signal is so strong (or sloppy) that it's bleeding over to 1390
many nights. Quite frustrating. *grr*
