[IRCA] TP for 7 Apr from Victoria, BC

Listened at 1310 and at 1340UT this morning, and things seemed pretty tame.  But
there were erratic bursts of action; at one point there was a pretty good signal
from China on 936, and weak audio on 1188 and 1305, neither of which are
regulars by any means.

pretty darn good audio (at least briefly):

reasonable audio  at  times during the period (though often battling w/splash or
noise):

936 likely Anhui RGD w/CC talk at 1312UT
1053 100 Hz hum at 1325
1566 HLAZ at 1320UT, big carrier

not so reasonable audio, occasional words in splash or noise: 



747 JOIB
972 HLCA  big carrier of course
1206 likely CRI w/talk, off channel
1422 slow  vocal mx at 1343; JORF?



Burbles in the splatter and noise:

567 seemed //594, if so, JOIK
648 Russia?
954 possibly JOKR? talk seemed JJ inflection
1134 didn't seem //972, so JOQR?
1188 unID
1305 unID at 1323UT;  S. Korea has been heard here
1575 likely VoA



Strongish het, no audio (either undermodulated or ravaged by splatter):

963, 1098 DU, 1314
