[IRCA] WHYL-960 DX Test not heard in AB

The WHYL DX test wasn't heard here in southern Alberta either.   Not a 
real surprise, as eastern conditions didn't seem that good.  Interesting 
to note that
others heard CFAC so well, as here, about 120 miles from them, they were 
generally being overpowered by the country music from KSRA in Salmon, 
ID.   
I'd thought it was the more common KFLN until I heard the ID.  Also 
noted a Spanish station, most likely KOVO.
